The College Cost Reduction and Access Act, sponsored by Senator Ted Kennedy (D-MA) and Representative George Miller (D-CA) in their respective chambers, is the largest increase in student aid since the G.I. Bill over 60 years ago. The legislation increased Pell Grants to $5,100 while using general funds instead of eliminating other grant programs, made loans more affordable by lowering interest rates, limited the percentage of income students spend to repay loans, and expanded loan forgiveness programs for critical public service careers. On September 7, 2007, the Senate and House passed the conference committee version of the bill with a vote of 79-12 and 292-97 respectively. The bill now awaits the President’s signature.
